Duties
Responsible for project oversight of larger scale reviews, systems changes, testing and implementation.
Confers with systems accountants as required to provide detailed information pertaining to pay that may affect accounting reports or systems as well as to accommodate pay systems/procedures to the requirements of sound accounting.
Develops new or revises test plans based upon MYPAY/SORS systems changes.
Serve as a senior specialist and lead to provide support for finance and accounting systems through systems analysis, systems modification, data management and enhanced business processes.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: serving as a senior technical advisor on performing in depth financial systems analysis; design, development, testing and support of automated payroll systems; ensuring that system design, revisions and modifications comply with finance and accounting practices; developing test plans and evaluation plans for systems; and evaluating test results and takes appropriate corrective action.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
Education is not substitutable for specialized experience at the GS-13 grade level.
