You will serve as a SUPERVISORY IT SPECIALIST (SYSANALYSIS) in the INFORMATION SERVICES (N6) DIVISION of COMMANDER, NAVY REGION NORTHWEST.

Duties

You will conduct a needs analysis to establish customer requirements for information technology (IT) systems or equipment. You will establish Plans of Action and Milestones (POAMs) for improving efficiency of information technology (IT) applications. You will develop project performance expectations and metrics to assess the effectiveness of project objectives. You will analyze information technology (IT) system component operations to confirm current organizational capabilities can be maintained or exceeded. You will oversee the assignment of work to ensure work is completed based on priorities and resource capabilities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411 within 12 months of appointment.
  • The employee may be required to work overtime or work special projects/assignments to meet mission objectives.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following and Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Monitor customer information technology (IT) performance trends to identify standard remedies at different support Tier levels (e.g., Tier-1, Tier-2, or Tier-3). (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Present information technology (IT) program strategies to senior leaders for the incorporation of emerging technologies. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Perform a risk analysis of information technology (IT) systems to identify problems and recommend solutions. In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Representing customers in contract discussions; 2) Providing technical services in cost estimations, specifications and benchmarking; 3) Responding to customer requests for all computer-related difficulties, analyzing problems and recommending solutions; 4) Preparing annual operating budget, recommending new hardware, software and communication developments to enhance information system posture; 5) Assigning work to subordinates based on priorities, difficulty of work, and capabilities of employees. This position has been designated as a Cyber IT/Cybersecurity Workforce position in the DoD Cyber Workforce Framework (DCWF) role (411, Technical Support Specialist), proficiency level of Intermediate and as a condition of employment the incumbent of the position is required to maintain qualifications in accordance with DON IT/Cyber Workforce Program requirements of SECNAV M-5239.2, This designation requires: 1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor. 2. The incumbent must obtain the required qualifying credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2) for the assigned DCWF role. WORK ENVIRONMENT: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in such places as research and production facilities. Incumbent may be required to work on a rotating shift basis as specified by the supervisor and must be available to periodically remain on site to ensure continuity of operations in solution of special technical problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
