Duties
This position is located in the Workforce Acquisition and Management Branch, Human Capital Division, Human Capital and Resource Management Directorate, Defense Contract Audit Agency (DCAA).
Plans, executes, and evaluates long-range and short-range work goals and specific projects to accomplish recruitment and placement services in order to meet known needs and future goals of the Agency and Department of Defense (DoD).
Provides HR services to organizations which include staffing and recruitment for difficult to fill positions, requiring the employee to exercise a high degree of customer service skill when dealing with personal contacts.
Oversees in-service placements, including the application of mandatory Office of Personnel Management (OPM), DoD, Office of the Secretary of Defense (OSD), DCAA, and other third-party organizations' programs, policies, and procedures.
Orients and promotes an understanding and appreciation of human resources staffing and recruitment with staff officials, operating officials, and supervisors.
Counsels and advises employees. Evaluates performance, recommends and approves training and development, recommends recognition and promotion, and initiates appropriate remedial action for performance or conduct deficiencies.

Qualifications
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Specialized Experience: You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is: providing comprehensive management advisory services on recruitment and staffing concepts, laws, policies and practices in the Federal civilian service; developing and presenting recommendations and alternatives to senior management officials to resolve complex human resources management issues and problems in the Federal civilian service; developing technical guidance and advising management and applicants to support opportunities for veterans, minorities, and persons with disabilities; and utilizing human resources data system(s) and applications to enter and analyzes personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness.
