The primary purpose of this position is: Conduct comprehensive manpower and organizational analysis on a wide diversity of geographically separated organizations, functions, and work processes and provide management consultation to improve effectiveness, resource efficiency, and resource savings.

Duties

DUTY 1: Plans, organizes, and implements the activities of the Manpower and Organization Branch, ensuring that the office complies with legal and regulatory requirements and meets needs of a global Wing. DUTY 2: Represents the Manpower and Organization wing staff agency to the Air Force, Air Force Intelligence Surveillance and Reconnaissance Agency (AFISRA), National Security Agency (NSA), Air Force Cryptologic Office (AFCO), MAJCOMs, as well as a variety of wing and functional area organizations located at geographically separated installations. DUTY 3: Manages changes to organization and resource programs. Advises management on resource ceiling issues (to include grades). Manages preparation of chief master sergeant and colonel position descriptions. DUTY 4: Advises senior leadership and management on effective and economical management of manpower resources by determining organization and manpower requirements for accomplishment of mission and functions impacting major programs; obtain and provide manpower requirements through process improvement and management advisory studies; determine efficiencies in organizations; develop organizational structures; analyze manpower impact of support agreements, and design methods, procedures, techniques and metrics for improving productivity and the efficient use of manpower resources.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge and skill in the application and interpretation of DoD, NSA, and Air Force management engineering principles, concepts, and methodologies, concepts, procedures, guidance and policy. Knowledge and skill in wartime manpower management and development of manpower portion of deployment plans. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and sill in the application and interpretation of DoD, NSA, and Air Force management engineering principles, concepts, and methodologies; concepts, procedures, guidance, and policy. Knowledge and skill in wartime manpower management and development of manpower portion of deployment plans. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems and identify changes and trends. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work processes. Ability to design organizational structuring option for complex, diverse organizations. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, diplomacy, and courtesy. Knowledge and skill in the use of personal computer and software programs to effectively communicate, articulate, and present information and analyze data. Skill in planning, organizing, and directing team study work. and effectively conducting critical negotiations with management. CONDITIONS OF EMPLOYMENT CONT. Security: Must be able to obtain and maintain a Top Secret Clearance. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing - This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
