This position is located in the Division of Administration, Human Resources Branch, Human Capital Operations Section, Personnel Action Processing group of the FDIC, and is responsible for serving as a technical advisor, customer liaison and quality review specialist. Duties

Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Articulates and communicates to the team, assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Provides leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures). Monitors and reports on the status and progress of work, checking on work on progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Reviews and quality controls new hire processes as they relate to payroll/processing. Reviews and analyzes HR payroll/processing audit processes (SOPs), coding/process timeliness and accuracy, and/or other issues related to processing actions by working with all sections in HRB, as well as, external division administrative officers, managers, supervisors and employees. Conducts random quality reviews of personnel and payroll records, assesses accuracy of pay-setting determinations, as well as, consistency in applying appropriate policies and procedures. Reviews, analyzes and reports in various HRB systems for Personnel Action Processing (i.e., Corporate Human Resource Information System, National Finance Center (ABCO, Reporting Center, SPPS, SPPS Mainframe, SINQ, EPIC, etc.), CHRIS and Central Personnel Data File). Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information to the supervisor.  Evaluates existing reporting mechanisms and identifies opportunities for improvement; develops and implements reporting tools and dashboards to provide accurate and timely HR data to management; leverages automation tools for data collection, analysis, and reporting; ensures data integrity and accuracy in all HR reports and analytics. Identifies opportunities to automate manual HR processes to improve efficiency and reduce errors and provides training and support to HR staff on the effective use of automation tools. Serves as the Human Capital Operations contact with staff at the NFC to solve complex payroll and personnel processing problems related to NFC information systems and compensation-related problems. Works closely with Human Resources Managers, Senior HR Specialists and HR Specialists in the Human Resources Branch, FDIC Administrative Officers, and other HR Specialists in Benefits, Compensation and Information systems to accurately assess and improve the effectiveness of the day-to-day personnel and payroll processing. Establishes and maintains effective working relationships with supervisors, employees, labor representatives and others throughout the serviced organizations, and from other agencies.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-13: Applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-12 grade level or above in the Federal service. Specialized experience is experience 1) Interpreting and applying the Guide to Processing Personnel Actions; 2) Researching human resources laws, regulations, policies, and practices to resolve technical issues and provide advice to managers and employees; 3) Reviewing quality control procedures and making recommendations for improvement; and 4) Compiling and utilizing statistical reports from a variety of automated information systems to ensure system interface and reconciliation.
