The selectee for this position will serve as a Contract Specialist in the Long Term Charters (N103B), of the Chartering Division (N103), in the Contracting Department (N10) of Military Sealift Command.

Duties

You will develop procurement objectives to be used in terms of competition and price range, subcontracting policy, set-aside procedures and assist the customer with preparing a complete procurement request package. You will collect and analyze relevant market research information from Government and non-government sources. You will lead the review, negotiation, and evaluation of bids and proposals providing guidance to source selection team members. You will maintain complete, organized, and accurate contract files/records in accordance with applicable regulations and guidelines. You will serve as lead negotiator for all change orders involving specifications, funding, delivery, and acceptance and/or termination, recommending action to be taken by the Contracting Officer. You will use e-business systems and automated tools to promote standardization, efficiency, and transparency.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You may be required to travel up to 25%.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-13: Experience planning and negotiating procurements for systems, programs, or projects. Experience providing advice to customers on appropriate acquisition approach necessary to obtain services or supplies. Experience utilizing contract negotiation techniques to conduct pre- and post-award negotiations. Experience collecting and/or analyzing relevant market research information from Government and non-government sources to facilitate acquisition planning and maximize competition. Experience providing guidance to subordinate personnel in matters that arise in connection with award and/or administration of purchase orders, delivery orders or contracts. Experience monitoring contractor performance through various reporting systems to track compliance with contract terms and conditions. GS-12: Experience preparing and maintaining acquisition strategies/plans, synopsis notices, source selection plans, appropriate milestone charts and determinations and findings. Experience developing and issuing Request for Proposals and Quotes in compliance with laws, regulations, and policies. Experience responding to pre-award inquiries. Experience performing contract administration and reviewing draft solicitations, amendments, purchase orders, etc. Experience conducting post-award orientations to address customer concerns and contractor's responsibilities for performance of the contract. Experience monitoring contractor performance through various reporting systems to track compliance with contract terms and conditions. Experience evaluating, negotiating, and recommending settlement agreements. Education

Basic Education Requirement:
Successful completion of a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND completion of at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).
OR
Currently a career or career-conditional employee of the Department of Defense who occupied an 1102 or contracting position with authority to award or administer contracts in excess of the simplified acquisition threshold (SAT) in an Executive Department on or before September 30, 2000.
OR
Currently an active duty military member of the armed forces (other than Coast Guard) who occupied a contracting position or similar occupational specialty to the GS-1102 on or before September 30, 2000.
OR
Currently in the Contingency Contracting Force.
