About the Position: Serves as the Human Capital Branch Chief and second line supervisor in the Army Contracting Command-Detroit Arsenal (ACC-DTA) Business Management Office. Plans, directs and coordinates the activities of subordinate supervisors, analysts and other support personnel engaged in Human Resources and Workforce Deveopment operations. #ACC-DTA

Duties

Serves as an advisor to the Executive Director, Deputy Directors, executives and all management official on matters relating to human capital, human resources, training, and workforce development. Advise on matters regarding contracting and acquisition human capital, career management, and managerial, operational and administrative services. Oversees highly complex program management issues affecting all ACC-DTA resources. Provides advice, counsel and/or instruction to subordinates on work and administrative matters. Interviews and recommends selections of candidates for positions, promotions, and reassignments. Hears and resolves complaints from subordinates. Independently initiates, leads and conducts complex projects, programs/studies crossing multiple functional disciplines. Assess and evaluate alternatives for inclusion into strategic plans and business practice. Responsible for the management and direction of the Human Resources and Workforce Development programs, involving extensive coordination and independent planning, implementation, and monitoring/evaluation. Collaborate in the strategic management of human capital through development and implementation of human capital policy. Present official and informal briefings pertaining to human capital programs and planning to the Executive Director, executives, and external partners Provide oversight, assessment, and strategic leadership of acquisition and non-acquisition career management, workforce development, training, and professional development.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • The duties of this position require occasional temporary duty (TDY) travel up to 25% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent grade level). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsHuman Capital ManagementLeadershipOrganizational DevelopmentStrategic Thinking This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. This position is subject to a salary control point equivalent to a GS-14 step 1 ($134,751) up to a GS-14 Step 10 ($175,178). If the incumbent's salary current exceeds the stated salary control point the incumbent's salary control point will be set the incumbent's existing base salary.
