About the Position: This Contracting Officer Representative GS-1101-13 position is for the US ARMY TANK AUTOMOTIVE & ARMAMENTS CM, MATERIAL SYSTEMS ORGANIZATION, SECURITY ASSISTANCE MANAGEMENT DIR, DIV A: EUCOM/USAI located in Warren, MI.
Duties
Coordinate with activities/organizations involved in administering and/or managing a wide range of contracts.
Serve as the technical expert responsible for evaluating contractor performance under multiple contracts.
Develop documents for Contract Re-competes as directed by the Program Manager in support of mission requirements.
Evaluate contractual requirements to ensure regulations/guidelines are upheld.
Analyze documentation folders for consistency with applicable policies.
Serve as technical advisor on functions and data contained in the automated data system.
Identify procurement issues to recommend innovative solutions.
Develop new concepts/solutions to improve contracting for the impacted area.
Establish working relationships with internal/external customers to keep abreast of new or proposed changes to acquisition policy and/or procedures.
Function as the principal focal point for contract requirements in support of assigned programs.
Serve as Contracting Officer Representative (COR) with overall responsibility for maintaining long-term surveillance over a full range of contracts.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 76% of the time.
- Incumbent is required to file a Statement of Employee and Financial Interest and OGE-450 Confidential Financial Disclosure on an annual basis.

Specialized Experience: One year of specialized experience which includes 1) Evaluating policies to manage the contractual aspects for the acquisition of services; 2) Monitor contractors' performance to identify modifications to be accomplished. AND 3) Reviewing pre/post award actions in support of management review boards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
