About the Position: The Army Contracting Command (ACC-DTA) provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining TACOM, Life Cycle Management Command (LCMC) systems and supporting requirements. #ACC-DTA

Duties

Serves as Business Management Division Chief with Army Contracting Command – Detroit Arsenal (ACC-DTA), providing direction and guidance through subordinate supervisors to professional, technical, and support personnel at ACC-DTA. Provides the direction and overall management of the full range of Human Capital, Resource Management, Career Management and Government Purchase Card programs. Develops, coordinates, and maintains an effective and efficient strategic business management program, which includes program execution oversight, analytical studies, problem solving, deficiency identification and correction, and workflow management. Actively supports the Command’s Affirmative Action/EEO Program ensuring principles are reflected in aspects of personnel management. Participates as a member of the CCAS Sub Pay Pool and DPMAP management in assessing contribution and preparing statements of duties and experience. Formulates plans and guidance sufficient to develop procurement workload and staffing requirements and justify all resources across the Command, and Command contracting resources. Directs the work through subordinate supervisors/branch chiefs and is responsible for all decisions and actions falling within the purview of assigned missions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • The duties of this position require occasional temporary duty (TDY) travel up to 10% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent grade level). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsLeadershipStrategic ThinkingTechnical Competence This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
