This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB/MRTFB Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position performs a full variety of cargo movement by forklift and motor vehicle operations in support of mobilization and demobilization.

Duties

Operate forklifts and container handling equipment capable of lifting 2,000 to 12,000 pounds. Determine manner and sequence of loading and unloading to develop space utilizations plans. Perform visual inspection of materiel handled, reporting any damage, incorrect labeling, or shortage and overage. Receive, locate, store, ship, and re-warehouse materials and equipment in accordance with established procedures and operating requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to obtain and maintain a valid state driver’s license and any installation and/or DoD license required for the type of vehicle being driven.
  • Incumbent must be able to obtain and maintain forklift training certification and license.
  • This position requires the incumbent to successfully complete A pre-employment physical and yearly thereafter.
  • This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening and random testing.
  • Incumbent must be able to obtain and maintain container handler training certification and license.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Materials Handler (Forklift Operator/Motor Vehicle Operator) ~ without more than normal supervision. Must possess the ability to perform common tasks including handling equipment while loading/unloading material into and out of trucks and loading docks while maneuvering equipment over rough or muddy terrain, inside buildings in very confined space. I can operate controls for driving forklifts, lifting, lowering, and tilting forks with extremely heavy weights and lifting to high places. I can receive, locate, store, and re-warehouse materials, or equipment in accordance with established procedures and operating requirements. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Transportation movements and container yard work requires prolonged standing on hard surfaces, stooping, bending and working in tiring and uncomfortable positions. Frequently lifts, positions, and carries supplies and equipment weighing from 20 to 35 pounds and, occasionally, in excess of 50pounds. Moderate physical effort is used in operating hand and foot controls while driving, turning, starting and stopping the forklift truck and raising, lowering and tilting the loads being moved. Motor vehicle and material handling operation requires good hand and eye coordination in the manipulation of gears, levers, brakes, steering wheel, etc. WORKING CONDITIONS: Works inside and outside in cold, damp, drafty and hot areas. Subject to injury from falling objects, collisions, shifting loads and overturning. Equipment is operated wherever it is needed.
