The DCSA Employee and Leader Development Division is seeking a customer-centric self-starter to fill the position of Program Manager (Onboarding) that thrives in a high-energy work environment with experience managing complex projects, leading cross-functional teams, and driving process improvement. They will be responsible for executing a comprehensive strategy to enhance the onboarding experience including efforts to standardize processes, manage change, and foster a cooperative team spirit.

Duties

All U.S. Citizens who live or employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. As a PROGRAM MANAGER (ONBOARDING) you will be responsible for the following duties:

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • The work is predominately sedentary with no unusual physical requirements. The work is performed in an office setting, with some walking, bending, and carrying of files required.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this GG-13 position includes: Familiarity with the federal hiring and onboarding processes. Leading and managing human resource programs or projects simultaneous complex projects of a high level of difficulty, with minimal guidance or instruction. Use of systems including ServiceNow, SharePoint, Adobe, and Microsoft Suite. Using and evaluating data to drive decision-making about HR program or product content, structure, effectiveness, and value. Comparing and analyzing extensive amounts of information gathered from various sources and affecting employee development. programs, products, or service efficiencies and effectiveness, to draw conclusions and devise options, recommendations, or solutions. Developing and refining concepts of operations (CONOP), standard operating procedures (SOP), and best practices for the implementation of agency level initiatives. Specifically you will be evaluated on the following competencies: 1. Stakeholder Management - Identifies, engages, influences, and monitors relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative). 2. Problem Solving - Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgements. 3. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 4. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 5. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals.

Substitution of education may not be used in lieu of specialized experience for this grade level.
