The Social Work Program Coordinator is administratively responsible for the Patient Advocate and Resource Center programs. These programs include the Veterans Resource Center (VRC), Employee Resource Center (ERC) and Patient Advocates across the health care system.

The Social Work Program Coordinator is overall responsible for social workers and administrative staff in the patient advocate, VRC and ERC providing services in multiple programs in multiple locations and within the community. Duties include, but not limited to:
Coordinating operations between assigned programs to reduce barriers to care and increase access across multiple care lines and locations.
Provides program oversight and monitors programs to ensure programs meet JCAHO and CARF accreditation requirements; ensures programs align with agency mission and strategic goals; initiates and leads performance improvement activities; and ensures programs incorporates stakeholder feedback.
May act as a clinical supervisor and is responsible for the development of program senior and supervisory staff.
Manages and controls the use of data related to these programs that impacts day-to-day functioning and program evaluation.
Leads social work inpatient and specialty programs preparation for surveys such as Joint Commission and assures that standards are continuously maintained between surveys.
Develops work improvement plans, recommending personnel actions as necessary. The supervisor provides advice and counsel to workers related to work and administrative matters. Invokes disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Approves timecards for release to payroll. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations.
Performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided to monitor activities and program reviews, and the development and analysis of information. In addition, the incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. The incumbent performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.).
Responsible to the Chief, Social Work Service, or his/her designate, but practices independently, exercising initiative and independent judgment in day-to-day activities.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Language: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education: Have a Master's Degree in Social Work from a school of Social Work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of Social Work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A Doctoral Degree in Social Work may not be substituted for the Master's Degree in Social Work. Verification of the degree can be reviewed in CSWE website to verify the Social Work degree meets the accreditation standards for a Masters of Social Work.
Licensure. Must be licensed or certified by a state to independently practice Social Work at the Master's Degree level.
Grade Determinations: Social Worker (Program Coordinator) GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
