The Supervisory Social Worker / Mental Health Recovery Services Section Chief is administratively responsible for the Psychosocial Rehabilitation and Recovery Center (PRRC); Mental Liaison; and Mental Health Intensive Care Monitoring (MHICM). The incumbent has overall responsibility for over 20 staff members providing services in multiple programs and within the community.

The Carl T Hayden Medical Center provides primary care and specialty health services, including mental health care, audiology and speech, dentistry and oral surgery, low vision and blind rehabilitation, physical therapy, vision care, women's health services, and more. Major duties include, but are not limited to: Provides program oversight and monitors programs to ensure programs meet JCAHO and CARF accreditation requirements; ensures programs align with agency mission and strategic goals; initiates and leads performance improvement activities; and ensures programs incorporates stakeholder feedback. Ensures programs incorporate appropriate outreach and clinical assessment of eligible Veterans within the VA medical center service area; creating Veteran-centered clinical treatment plans; building and maintaining relationships with local hospitals, treatment facilities, group homes and families; coordinating and supporting community integration for Veterans; ensuring a high level of customer service is being provided by the program team members. Coordinates with Fiscal Service and Mental Health Service regarding funding for PRRC and MHICM. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements Citizenship. Citizen of the United States. Licensure. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Education. Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work. Grade Determinations: In addition to the basic requirements above, candidates must meet the following grade requirements. GS-13 Experience/Education: Candidates must possess one year of experience equivalent to the GS- 12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.. Additionally, candidates must demonstrate the following KSA's Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Physical Requirements: Must be able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. The incumbent must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the social worker or others. Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform various activities.
