The Phoenix Veterans Affairs Health Care System's (PVAHCS) Mental Health service is recruiting for 1 Social Worker (Program Coordinator) to join their Intimate Partner Violence Assistance Program (IPVAP). The incumbent will be responsible for overseeing the system-wide training of staff, screening of all Veterans for the experience and use of intimate partner violence behaviors, and implementation of evidence-based treatment for Veterans and staff who many experience or use IPV behaviors.

Major duties include, but are not limited to:
Development and initiation of system-level policies that a) outline the implementation of numerous facets of the program, such as the clinical reminder to screen for Veterans' experience of IPV, b) direct the implementation of the Recovering from IPV through Strengths and Empowerment (RISE) and Strength at Home (SAH) programs, and c) address the unique challenges of working with this clinical population, such as documentation/clinical practices that maximize safety and meet practice standards related to IPV.
Implementation and monitoring of a clinical reminder to screen for the experience of IPV.
Provide education to over 3,500 Phoenix VA staff across 10 sites of care about intimate partner violence. Staff are trained at varying levels depending on their roles in the screening process.
Motivate staff, leadership, internal stakeholders and external stakeholders regarding the need to screen for the use and experience of intimate partner violence behaviors.
Identify and implement evidence-based interventions to address the use of intimate partner violence behaviors by the Veterans.
Identify and meet with community providers to coordinate care and build working relationships to meet the multi-faceted needs of this population of Veterans, including needs related to legal advocacy, safe housing opportunities, legal representation, police/Court involvement, and discrimination.
Provide consultation for service providers/departments as needed to assist them in responding to staff, Veterans or Veteran partners who are dealing with IPV, such as the caregiver support program, police, employee threat assessment team, disruptive behavior committee, employee health, the employee assistance program, etc.
Develop and disseminate policies, procedures, and program guidelines that inform the development, planning, operations, and continuous performance improvement of all components of the IPVAP for the PVAHCS.
Work Schedule: Monday-Friday 8:00 am to 4:30 pm

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements
Citizenship. Citizen of the United States.
Licensure. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Education. Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work.
Grade Determinations: In addition to the basic requirements above, candidates must meet the following grade requirements.
GS-13 Experience/Education: Candidates must possess one year of experience equivalent to the GS- 12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience Additionally, candidates must demonstrate the following KSA's
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s)
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.

Physical Requirements: Must be able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. The incumbent must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the social worker or others. Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform various activities.
