Duties

This Program Specialist position is located Enterprise Support /Training & Development /Training Operation Division /Training Center-Glynco, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Working in partnership with IT and an Organization's Accountable Property Officer to manage the inventory for cell phones, tablets, data devices and other wireless technology. Advising managers, supervisors and employees to resolve technical issues and perform diagnostics and troubleshoot software and hardware problems to provide support and minimize interruptions in Training & Developing T&D's ability to support TSA's mission. Providing routine diagnostic support and assists in identifying/defining system issues and requirements. Analyzes IT systems including hardware and software systems, schedules deployment and installation of IT systems. Provide guidance, and oversight to the Assistant IT point of contact for coordination of all IT-related issues for a Training and Development (T&D) personnel to include deployment of data and Voice- Over-Internet- Protocol (VOiP) equipment; procurement of peripheral equipment (e.g., printers, scanners, encrypted storage devices, etc.); ensures space, cleanliness and organization for all T&D HQ common areas including conference rooms, mail and copier rooms, network printer stations. Develops and implements plans and procedures for acquiring and managing IT equipment, and disposal of property at the end of the life cycle. Provide operational service support and manages space utilization for workstations and serves as the key control officer and facility coordinator. Assist in maintaining accurate inventory asset information, (e.g., serves as property custodian, and assist Accountable Property Officer (APO) to update user/equipment records.). Review specifications for procurement of new but established software to ensure compliance with security requirements at the systems or LAN level. Request closeout of an organization's network accounts, email and Virtual Private Network (VPN) accounts and return of technology equipment and wireless devices when employees depart the agency, and ensures new employees receive required IT equipment. Keep abreast of technological developments and make effective use of technology to achieve results, and ensures access to and security of IT systems.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Experience providing IT support in an organization's Training Program; AND Experience applying policies and procedures for the operations of telecommunications media. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Experience monitoring the operations of training simulation platforms; AND Experience providing IT services that support training programs requirements, network protocols and standard practices; AND Experience applying Federal Government Information Technology (IT) security protocols. principles, policies and procedures to ensure wired and wireless networks are in compliance. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
