This position provides administrative support to Women's Health Service programs areas.
Duties
This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville VA Medical Center (VAMC), Fayetteville, North Carolina serving in the overall decision-making, policy development, and resource planning for the management of the service. This position provides administrative support to Women's Health Service programs areas. This includes administrative support through the FVAMC healthcare system that includes the main campus, two Health Care Centers, and multiple Community-Based Outpatient Clinics (CBOCs).
Duties include, but are not limited to:
Coordinating the service Quality Improvement Programs including the requirements of VA Central Office (VACO), Joint Commission (JC), Office of Inspector General (OIG), and Residency Program Accreditation as they relate to service programs and providing input for a broad data base for management decisions.
Utilizing extensive knowledge and understanding of management principles, practices, methods, and techniques of Women's Health programs and policies, and skill in integrating management services within the management of the service and Medical Center in order to analyze financial needs and make recommendations.
Performing Human Resources requirements such as projecting staffing needs, developing job analyses, preparing performance appraisals; and coordinating internal review systems to assure activities are in compliance with agency and regulatory requirements.
Ensuring needs of the services are met by having knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources such as budget, procurement, Human Resources, Joint Commission, OPPE, FPPE, travel, and time and leave.
Providing support and workload data for the Chief of Women's Health Service Line to assist with resource allocation, team productivity and efficiencies, and budgetary information for informed decision-making, including PACT measures.
Serving as TMS Coordinator for service and ensuring mandatory training needs are met.
Providing and coordinating training and guidance in the implementation of the applicable VISTA, CPRS, and other computer systems.
Developing and maintaining information concerning medical record completion and collaborating with Health and Business Administration to ensure timely completion of medical records.
Ensuring coverage for scheduling and for coordinating scheduling of consultants, residents and fee-basis staff.
Serving as the Contracting Officer Representative (COR), ensuring that the government receives all it has bargained for.
Conducting inventory of Consolidated Memorandum of Receipts, assembling and analyzing equipment needs, coordinating with program coordinators.
Providing administrative coordination for Women's Health Staff travel by maintaining voucher files, analyzing and reviewing documents before submission.
Work Schedule: Monday- Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-7, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the principles of hospital and health care administration, including an understanding of the health care system, strategic planning process, organizational behavior, financial management, and analysis techniques to predict staffing needs based on workload; knowledge of budgeting concepts and procedures, including the understanding of the principles of the cost benefit analysis, cost accounting techniques and methodologies for forecasting various trends; ability to identify, analyze, and resolve problems and situations such as workflow, work distribution, staffing, individual and group performance, organizational structure, space design, patient safety, infection control, employee safety, resourcing, and equipment, contracting, and unique customer needs; ability of identify and utilize appropriate guidelines, VHA directives, policies when identifying problems and issues to make a sound logical decision; knowledge of VA, Joint Commission, Health Care Systems regulations, standards, policies and procedures in order to advise on an interface the clinical and administrative function; ability to consistently meet deadlines, be flexible and prioritize workload independently; incumbent is also responsible for all human resource management for the Women's Health Service line. ~OR~

To qualify based on education for this grade level you must have successfully completed a Master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. in a related field. Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. The work requires walking, standing, bending, and carrying light items such as books, papers, and files.
Work Conditions: The incumbent works in an office where there are normal, everyday risks. Work is typically performed in an adequately lighted and climate-controlled office.
