Duties

The incumbent performs data analytics functions to include the application development of analytics, measures, and metrics. Monitors and leads projects within the site; ensures effective and timely accomplishment of such projects; also reviews and recommends approval or disapproval of project plans developed by Operating organizations/staff. Performs analysis of financial management and various operational data for Indianapolis Operations that results in business insights gained, increased data efficiency, or improved use of data. Demonstrates Data Analytic/Robotic Process Automation (RPA) tools capabilities and functionalities and conducts project status presentations to Mission Area Directors and site Senior Executives on a recurrent basis. Communicates data analysis and findings in a clear, concise and actionable manner in presentation and report format. Identifies areas of data opportunities based on the needs of the organization or mission area. Analyzes and evaluates business processes fit for RPA solutions, meets with mission area managers, leads, and functional SMEs to document current procedures, gather data about volume, time, and efficiency opportunities. Monitors Bots in sustainment to ensure they are working properly, provides help desk support to troubleshoot Bot issues, provides training to new users, facilitates access to systems, creates trouble tickets to ensure Bots remain operable. Develops dashboards using Power Platform tools (Power BI, Query, Automate, Apps) or other applications such as Oracle APEX, Advana Qlik, Cognos to help foster performance to influence agency business decisions. Build and maintain customer relationships to understand customer needs and to design and develop data solutions that provide positive impact to their work area. Track all stages of ideas with follow up and consistent communication to maintain momentum of idea development thru delivery and sustainment of RPA solutions. Partners with Leveraging Technology and Mission Area to prepare test data and a test plan to test a Bot; monitors success of testing and overcomes roadblocks in the process. Build and maintain customer relationships thru partnership in completion of business case documentation required for RPA solutions to be built and implemented.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-09 Specialized experience is defined as: applying analytical and evaluative concepts, methods and techniques to conduct narrowly scoped reviews and evaluations of financial management areas with management oversight; provides reports from various systems to various management levels. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-11 Specialized experience is defined as: independently applying analytical and evaluative concepts, methods and techniques to conduct a variety of reviews and evaluations of financial management areas; make recommendations for process improvements; provide analysis of data extracts and reports to a wide variety of stakeholders; monitor or coordinate multiple projects. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-12 Specialized experience is defined as: evaluate and interpret data extracts and reports from various systems assessing information validity and reliability to meet project needs; provide advice and recommendations for change to improve predictive analytics, data sampling, and data warehousing processes; produce analytical reports and identify trends to support agency business decisions. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
