Duties
As a/an Government Information Specialist, you will:
Serve as a Government Information Specialist and as such responds to Freedom of Information Act (FOIA) and Privacy Act (PA) requests received in Headquarters, as well as administering both Acts and HUD regulations to ensure Department-wide consistency of information disclosure, and confidentiality policies, practices, and procedures, including the production of procedural and training materials for these regulations and other FOIA/PA related matters.
Provide guidance and advice on Federal FOIA and privacy policy and processes and develops and publishes strategies and directives providing guidelines and operating procedures to subordinate elements of all FOIA/PA issues.
Serve as the subject matter expert contact point in the organization in responding to the public, the media, other agencies, and employees and officials of the Department who are seeking information about agency records, interpretation, policy, process and procedure, and/or technical assistance concerning access laws administered by HUD.
Assist branch chief in the drafting of formal FOIA and Privacy rulemaking documents for publication in the Federal Register and codification in the Code of Federal Regulations.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Ensuring the protection of personally identifiable information of personnel and impacted members of the public; AND
-Analyzing compliance documentation related to FOIA, assessing and collaborating with personnel regarding the documentation and the protection of PII; AND
-Providing advice, guidance or consultation on issues related to implementation of the Freedom of Information Act (FOIA), 5 U.S.C. 552, and/or other privacy related laws and guidance.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
