The primary purpose of the Purchase Loan Specialist (PLS) is to perform an array of duties associated with the VA Purchase program. The VA Purchase program assists borrowers with VA guaranteed mortgages who are most at-risk of foreclosure by VA purchasing defaulted loans from mortgage servicers and creating new affordable VA direct loans. The PLS must possess well developed skills/abilities with expert knowledge of the VA Purchase program. PLS reporting directly to the Purchase Loan Officer.
Duties
Duties include:
Applying VA servicing regulations, policies, and procedures in performing daily loan administration tasks.
Applies techniques to evaluate and audit the servicer's actions and assistance provided to Veteran-borrowers.
Review and evaluate loans to determine if the VA Servicing Purchase (VASP) program qualifying criteria was met.
Completes post audit reviews on submissions paid by VA.
Reviews servicer actions related to trial payment plans (TPP)
Calculates total indebtedness for delinquent loans.
Reviews servicer and Veteran reported data/information for accuracy.
Reviews servicer actions relating to escrow analysis.
Communicates clearly and competently with Veterans, real estate attorneys, mortgage banking industry professionals, and servicers/holders
Corresponds with borrowers of VA-guaranteed loans through phone and written correspondence to assist servicers in obtaining executed VASP loan documents.
Performs training to technicians, developing Standard Operating Procedures (SOP) and other processes and procedures.
Work Schedule: Monday through Friday 8:00 a.m. to 4:30 p.m. Schedule may vary as deemed necessary to meet the needs of the Veterans and the Veterans Benefits Administration (VBA).

The employee is expected to report to one of the [10] LGY locations listed in the announcement based on the telework agreement.

IOR Requirements:
Education-Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Experience-General Experience (for GS-5 positions): Experience that required gathering and analyzing facts and figures and presenting the information or conclusions in clear oral and written language; or that provided a knowledge of the principles of financial analysis or of insurance laws, such as contract, property, life, casualty, or marine insurance.
Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11.

Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience demonstrating a competence in agricultural, commercial, realty, or other types of loans. Experience such as reviewing and passing along applications for agricultural, commercial, bank or mortgage loans. Experience servicing a loan portfolio of a bank or other loan association. Experience performing financial analysis of commercial concerns for investment purposes. Experience appraising real estate to determine property valuation, or similar work.
Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
Education
There is no educational substitution for the GS-12 level.
