The Supervisory Loan Specialist- is located in the Veterans Benefits Administration Regional Office, Regional Loan Center, out-based at any existing Loan Guaranty location to include St. Petersburg, Florida, Phoenix, Arizona, Denver, Colorado, Washington, D.C., Cleveland, Ohio, St. Paul Minnesota, Nashville, Tennessee, Houston, Texas, Roanoke, Virginia, and Atlanta, Georgia.

Duties

Coordinates RLC activities to ensure loan establishment, valuation, and acquisition issues affecting active and terminated loan processes are in compliance. Ensures delinquent borrowers are provided with alternatives to foreclosure and provides supplemental servicing for seriously delinquent loans. Detailed knowledge required of loan servicing and claims procedures for guaranteed loans that are delinquent and in danger of being liquidated by foreclosure. Plans/assigns work, monitors work associated with the servicing of guaranteed loans, customer service and holder training issues. Directs managed teams to provide information, advice, and assistance on all types of VA-guaranteed loans. Ensures effective employee/labor relations, equal opportunities for all Loan Administration employees and supports Equal Opportunity goals. Assists the Value Stream Assistant Directors in amending local policies and procedures affecting the economy of operations as necessary to achieve program objectives. Maintains regular, recurring contact with subordinates, RLC and RO management, officials of national, state, and local real estate industry associations, congressional office staff and public. Writes systematic analyses of loan administration operations, provides input to other analyses within the RLC. Responsible for the development and administering of required training for employees. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications. In order to qualify for this position, you must have the education or experience listed below: Specialized Experience IOR: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. OR, Undergraduate and Graduate Education IOR: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is characterized by: a thorough knowledge of a demonstrated expertise in the VA's mortgage loan servicing and claims program; experience leading teams to provide information, advice, and assistance on all types of VA guaranteed loans to Veterans and external stakeholders; ensuring that delinquent borrowers are provided with alternatives to foreclosure that may not be offered by loan services/holders and that industry partners comply with VA regulatory requirements; coordination within Loan Guaranty to ensure property valuation or acquisition issues affecting the terminated loan process are complied with by the mortgage industry; and experience leading comprehensive training, workshops, and seminars to inform employees and external stakeholders of VA policies and procedures related to mortgage loan servicing and terminated loan processes. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
