The Supervisory Health Systems Specialists reports to the Deputy Associate Director Patient Care Service (ADPCS). The purpose of the position is to direct and perform all administrative functions within the assigned clinical organization that includes administration, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters and is responsible for advising the service management.

Duties

Duties include but are not limited to the following: The incumbent provides technical and administrative assistance in various functional areas; augments the effective utilization of the time and expertise of the Associate Director of Patient Care Services and Deputy Associate Director of Patient Care Services Formulating, advising on, participating in developing and coordinating long range (5+ year) operational plans and implementation of health care management policies, programs, and operations, have a direct and substantial impact on the programs of the facility Acts independently to give advice, guidance and/or provide feasible solutions regarding management issues Serves, as delegated, as the representative for the Associate Director of Patient Care Services and Deputy Associate Director of Patient Care Services in communications with stakeholders Incumbent may act as a representative of SAVAHCS at community, civic, governmental, or charitable events or meetings, which require clarifying material or remedy of conflicts. The incumbent reviews Board and Committee meeting minutes to ensure that SAVAHCS is represented appropriately in major decisions made at the Network level Responsible for maintaining a consultative role for the Associate Director of Patient Care Services Secretary, Deputy Associate Director of Patient Care Services Administrative support assistant, and the various administrative officers for the services that report to the offices of the Associate Director of Patient Care Services and Deputy Associate Director of Patient Care Services. Provides oversite and guidance as an experienced Contracting Officer's Representative (COR) regarding facility wide clinical contracts for which that position serves as COR or alternate COR. Proactively reviews SAIL measures and provides guidance on organizational priorities in the development of retention strategies, i.e., all employee survey action plans. Works with the VISN HR SSU team in the development of policy and procedures to expedite the onboarding of high prioritystaffing vacancies for each respective area within the offices of the Associate Director of Patient Care Services and Deputy Associate Director of Patient Care Services. Provides administrative and technical supervision, typically to a least three (3) or four positions (4) including multiple Program Support Assistants GS-0303-5, and one Program Applications Specialist GS-0301-9 Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Health System Administration Series, 0671 Individual Occupational Requirements (IOR): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the TIG and IOR you must also meet: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to effectively interpret agency-wide policies and procedures to determine impact on healthcare programs, and to disseminate the information with supportive guidance; mastery of qualitative and quantitative analytical skill to thoroughly investigate and evaluate problems and to design, develop, and analyze recommendations, and measure projected impact of proposals on medical center projects and programs; ability to maintain and establish effective communications with persons both within and outside the organization, from a variety of educational levels, socio-economic and cultural backgrounds, divergent opinions, and priorities; skilled as an articulate speaker and a compelling negotiator. Maintains effective communications and relationships with a diverse groups or individuals who may hold opposing viewpoints, including members of Congress and their respective staff, healthcare consultants, Network and VA Central Office employees, medical professionals, Veterans Service Organization representatives, academic affiliates, facility employees and labor representatives; ability to establish and maintain effective working relationships with a wide variety of individuals to effectively gain support for medical center network and Department of Veterans Affairs programs and initiatives; ability to identify and propose solutions to management problems where previous studies, precedents, and established management techniques are not available or are inadequate; skill and ability to organize and plan multiple priorities in order of importance or criticality to medical center leadership; ability to communicate in writing for a variety of purposes, including preparation of technical reports, issue papers, policy memoranda, congressional responses, charge letters to task forces, position descriptions, Network suspense's on a wide variety of topics and personnel related documents You will be rated on the following Competencies for this position: Administration and ManagementAnalysis and Problem SolvingCommunicationFinancial ManagementLeadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
