The incumbent functions as Health System Specialist in the Office of the Chief of Staff. Incumbent is assigned as direct staff to a member of the Executive Leadership Team and their Service Chiefs and Program Officers and serves as a back-up for other Health System Specialists in the office and may be detailed to fill critical administrative leadership positions within the facility and VISN to support continuity of healthcare delivery operations.

Duties

Develops a thorough, administrative and strategic operational initiatives of the health care groups within the organization that enables the specialist to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives and priorities, resources, and catchment area. Plans, organizes trends and review requests for clinical program resources within their assigned executive's chain of command and makes recommendations, based upon the relative needs while considering their ability to utilize the resources requested. Reviews policies and procedures that are in conformance with the overall philosophy of the Veterans Health Administration (VHA) related to all aspects of healthcare programs. Provides guidance and advice on program specific matters such as handling legislative issues, the development and implementation of policy or program initiatives, protocol issues, and other important correspondence or VISN/VACO related matters. Coordinates and participates in strategic planning for clinical programs throughout the healthcare system, and with subordinate services and programs within their ELT members chain and scope of command, to produce decisions and actions that shape and guide the organization's purpose and activities, particularly with regard to the future - a fundamental component of organizational management and decision making. Makes recommendations regarding necessity of the project, and what elements are to be included in the scope of the project based on local, VISN, or national strategic initiatives and alignment. Reviews audits and evaluations which are conducted at the facility. This includes reviews by the Joint Commission, Medical Inspector, and Inspector General, and program evaluations which requires monitoring progress. Deals with problems arising from quality-of-care issues and consumer complaints arising from individual patients, Veterans groups, Congressional offices, and other stakeholders. He/she/they obtain data and prepares replies to correspondence. Serves as the primary liaison on behalf of all elements of the healthcare system between the VISN and headquarters. Resolves problems through personal contacts, obtains expedited decisions on urgent matters, and otherwise assists services/programs in obtaining responsive action for their requests. Maintains a broad knowledge of improved clinical healthcare operations issues, updates equipment, construction techniques, etc., that may be helpful to senior management. Participate and lead fact-finding and administrative board of investigations for useful, effective evidence-gathering and reliable, efficient fact-finding in a wide array of circumstances, as charged by the Medical Center Director. Conducts analytical studies on operational processes, issue topics, or related special projects. Studies and projects addressed are commonly so diverse and complex that they often require input and assistance from departmental or program offices. Work Schedule: Monday - Friday, 8:00 a.m, to 4:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must also qualify based on your experience described below: You will be rated on the following Competencies for this position: GS-13 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, coordinating, and/or completing projects; participating in top management discussions, decision making, policy setting, and sharing responsibility in fulfilling the Healthcare System's mission; overseeing and managing programs, and/or evaluating to improve programs and processes; and extensive knowledge in health care administration, and demonstrate the ability to direct complex administrative management systems. Administration and ManagementAnalysis and Problem SolvingCommunicationsKnowledge ManagementProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The facility campus is located on over 100 acres and clinical Services and conference rooms are spread out across the facility. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
