The Southern Arizona VA HCS is currently recruiting for one (1) Health System Specialist located in Tucson, Arizona. The incumbent provides technical and administrative assistance in various functional areas; augments the effective utilization of the time and expertise of the Chief of Staff and Deputy Chief of Staff in relation to the constant demand for the services that fall under the Chief of Staff and Deputy Chief of Staff.
Duties
Duties include but are not limited to the following:
Plan, organize and direct team study work, as needed, estimating the cost of such studies and arranging for necessary resources.
Provide oversite and guidance as an experienced Contracting Officer's Representative (COR) regarding facility wide clinical contracts for which that position serves as COR or alternate COR.
Review SAIL measures and provides guidance on organizational priorities in the development of retention strategies, i.e. all employee survey action plans.
Establish the prioritization of administrative support needs and ensure that workload is assigned in a manner that best meets the requirements of the organization.
Develop resource guidance to include staffing and funding recommendations for services and CBOCs, etc.
Provide input to supervisors in regard to performance evaluation and ratings of the employees under the area of oversite.
Perform special comprehensive management studies and develop reports, proposals, business plans, position and issue papers which represent the facility's position concerning a variety of management and technical issues including planning initiatives, development of new programs and/or community-based outpatient clinics.
Review/ensure the accuracy/completeness of contract procurement and reporting documentation to ensure that they meet the requirements of all VHA policy and/or standards for facility accreditation organizations to include The Joint Commission, among others.
Conduct analytical studies of manpower, workload, space, finances and budget, equipment and/or other resource utilization at the request of management or independently when appropriate to obtain information necessary to leadership's decision-making process.
Detect/recommend resolutions to management problems which are distinguished by their scope, significance, and gravity for which prior studies and/or traditional management processes are often insufficient.
Initiate the resolution of problems through coordination with involved departments or operational sections.
Perform effectively as an informed advisor to top management officials in the decision-making process.
Maintain a consultative role for various administrative officers for the services that report to the offices of the executive leadership team.
Provide support regarding instructions, assignments, and duties that are issued by the offices of the executive leadership team.
Recommend awards when appropriate and collaborate with the respective service to complete.
Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: providing advice and guidance in all areas of healthcare system management including planning, organizing, coordinating, evaluating, and educating to improve medical, administrative, and ancillary operations of the facility. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Physical demands required are essentially non-strenuous and include prolonged sitting, occasional extended mobility to various areas of the facility, standing, bending and the incumbent may be required to lift light office items and files not exceeding 25 lbs. The incumbent is often required to travel and attend functions during other than normal duty hours. The work environment involves normal everyday risks and discomforts of office settings. The work area is lighted, heated and ventilated. Coordination and participation in meetings and other activities requires presence in a variety of in-house and off-station areas and facilities. The work does include high stress with frequent abrupt deadlines.
