About the Position: Serves as Operations Specialist [Explosive Ordnance Disposal (EOD)/ Counter Improvised Explosive Device (CIED) / Forensic Exploitation (FE) with U.S. Army Central (ARCENT) Command. The incumbent in this position utilizes knowledge of Explosive Ordnance Disposal (EOD) doctrine and policy to advise and assist senior leadership to develop standards that may be used across the Department of Defense.
Duties
Conducts inter-service coordination and planning on Explosive Ordnance Disposal (EOD)/ Counter Improvised Explosive Device
(CIED) / Forensic Exploitation (FE) issues.
Participates in Unified Land Operations (ULO) working group, responsible for input into all Lines of Effort CIED inputs; owns the ULO LOE CIED
MO.
Oversees the USAG SAV program for incident response exercises and training with ASG-K/Qatar/Behring, DOS and the FBI (through the Embassy)
and other US governmental agencies
Coordinates with HQ DA, USCENTCOM, and GCCs ensuring all emerging FE requirements are included and resourced.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access
for the duration of employment.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and
testing due to direct involvement with an on-duty accident
- This is designated a "Key" position and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base
operations during mobilization.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
- Incumbent must successfully complete the Explosive Ordnance Disposal Course within six months of appointment.
- This position is deployable up to 12 months annually.

In order to qualify, you must meet the education and/or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) Reviewing and understanding of EOD/CIED/FE concepts, procedures, and policies including Army and Joint Service EOD Doctrine; 2) advising on Explosive Ordnance Disposal (EOD) and (Functional/War/Multi-Lateral) integration and 3) Management of the Operations Center serving as the communication channel between Headquarters' and other agencies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
