DON Recent Graduates Program
You will serve as a Program Analyst in the Strategy and Future Requirements (N5) Department of Headquarters, Naval District Washington.
Duties
You will coordinate and facilitate any substantive data collection and follow-on analysis.
You will assist in collecting and tracking performance measures data sets, packaging analysis for leadership to manage.
You will participate on boards and committees to study and recommend changes or innovations.
You will perform process, design, re-engineering, and business case analysis for activity based costing, activity based management, strategic performance management resources allocations, and performance based budgeting efforts.
You will ensure compatibility among acquisition, planning, and management activities, and initiatives and strategies.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
For the GS-11 position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applies management principles and techniques when assisting with planning and management of multiple business programs; 2) Applies evaluative methods, tools, and techniques when assisting with studies concerning the efficiency/effectiveness of program operations; and 3) Develops spreadsheets, databases, and slide presentation software in support of financial/performance analysis.
For the GS-09 position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applies management principles and techniques when assisting with planning and management of a business program; 2) Applies evaluative methods, tools, and techniques when assisting with studies concerning the efficiency/effectiveness of program operations; and 3) Updates spreadsheets, databases, and slide presentation software in support of financial/performance analysis.

For the GS-11 position:
Successfully completed a Ph.D. or equivalent doctoral degree.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successfully completed an LL.M. degree that is related to the position being filled.
