Duties
Designs and conducts efficiency studies by identifying, proposing, and devising new organizational structures, realignment of functions, and/or staffing levels.
Designs, plans, and conducts surveys and/or research on issues of substantial complexity and impact.
Researches information and develops new approaches to program evaluation which serve as precedents for others.
Prepares study goals, objectives, and milestones; makes adjustments as required; analyzes and considers interrelated issues of effectiveness, efficiency, and productivity.
Advises management on program analysis, annual/multi-year and long-range fiscal/program planning, and/or commercial issues for key assigned programs.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: providing program, economic, or financial analysis and support to management concerning the efficiency and effectiveness of an organization's operations; monitoring and evaluating contract performance; and developing/implementing remedial actions to program issues.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
