You will serve as a MANAGEMENT ANALYST in the ADMINISTRATIVE DEPARTMENT of 20THNAVALCONSTRREG.
Duties
You will complete mandatory training to meet Command Pay and Personnel Administrator (CPPA) requirements.
You will obtain and maintain access to systems/software necessary to complete duties (i.e. NSIPs, MMPA, OMPF, ESR, BBD, TOPS, etc).
You will provide CPPA leadership and guidance to NCG 2 and subordinate unit CPPAs.
You will provide CPPA oversight for all NCG 2 TOPS transactions to ensure proper progression.
You will review message traffic daily to obtain orders (incoming and outgoing); maintain prospective gain binder; and update, maintain and disseminate the admin tickler.
You will create and disseminate monthly gain/loss report.
You will facilitate pay/personnel transactions and provide corresponding customer service.
You will review personnel documents and information routed between the command, the supported Sailors and Navy Pay and Personnel Support Center (NPPSC).
You will utilize the CPPA Handbook, PERS-2 SOPs and NPPSC OPS Alerts to complete transactions.
You will ensure utilize various manning/manpower/readiness systems, extract manning and readiness information to review individual unit readiness, prepare reports and briefs.
You will ensure determine causes of deficiencies and assist in developing courses of action to improve or prevent personnel readiness deficiencies.
You will facilitate command level support to billet based distribution (BBD) processes and provide guidance on changes to Navy Pay and personnel policies and procedures.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
To qualify for the MANAGEMENT ANALYST, GS-0343-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in developing, analyzing, evaluating, advising and improving the effectiveness of work methods and procedures.
Experience working with Activity Manpower Document (AMD), which is the official statement of organizational manpower requirements and billets/positions authorized at the command.
Experience performing queries or searches on manpower categories, skill types, rank/grade and other criteria for measuring current and future manpower scenarios and trends.
Experience interpreting, adapting, and applying regulations and guidelines to fit the operational situation and making recommendations to resolve issues.
Experience serving as the manpower subject matter expert authority providing policy and program analysis to ensure compliance and implementation of Department of Defense and Secretary of the Navy Program instructions.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., that is related to this position being filled.
