This position is located in the Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)). The ASD (HA) is the principal medical staff advisor to the Secretary of Defense and is the principal program manager for all DoD health matters, including medical readiness, health care delivery and preventive medicine, medical military construction, and the procurement, development, training, and retention of medical military and civilian personnel.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Serves as a program analyst for the development and oversight of policies pertaining to military-inter agency-civilian emergency preparedness and is responsible for ensuring the Military Health System (MHS) is an effective partner in providing a national level public health and medical response to all contingencies, whether they are the result of peacetime catastrophic disasters (either naturally occurring or man-made) or for wartime events occurring both inside and outside the homeland. Formulates DoD medical preparedness policies and positions that will enable the MHS to provide an effective medical response in collaboration with its interagency partners and/or the national civilian healthcare enterprise when requested during public health emergencies or other national level catastrophic events. Provides public health and medical subject matter expertise and consultation support to all elements within the Office of the Secretary of Defense in the execution of Defense Support to Civil Authorities (DSCA) missions. Serves as a focal point for new legislation that affects military preparedness within the MHS.

  • This position requires you to obtain and maintain a Top Secret security clearance with SCI and SAP components.
  • This position may be required up to 20% occasional travel away from your normal duty station for official business on military or commercial aircraft.
  • This position may require you to work other than normal hours, which may include evenings, weekends, and/or holidays and/or overtime.

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Applying knowledge in public health and with Military Health System experience or senior level responsibility in the fields of medically related homeland security/homeland defense, emergency preparedness and response issues. Applying direct experience, knowledge, and understanding of the principles and practices pertaining to mission assurance; installation emergency management; chemical, biological, and radiological/nuclear defense; defense support of civilian authorities. Applying leadership experience in overseeing teams to achieve programmatic improvements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
