About the Position: Serve as an Information Technology (IT) Specialist (INFOSEC)/Information System Security Officer (ISSO) specializing in IT security functions under the supervision of the Director of Information Management (DOIM).

Duties

Assist in the planning, development, implementation, and maintenance of the cybersecurity program operations and configuration management of information systems, networks and facilities required to meet the critical and specialized missions of CAAA. Provide expert operations and IA/CND guidance to the Information Systems Security Manager (ISSM) for assigned CAAA Mission-related projects to ensure proper integration of operations and IA/CND concepts, and processes are followed. Serve as the primary IT Security Manager for Industrial Production systems operating on stand-alone CAAA enclaves, COIs, or NIPR networks. Conduct surveys, assessments, and reviews to ensure systems and security procedures are operated, performed and maintained according to policies and regulations. Ensure the confidentiality, integrity, and availability of IS, networks and data/information spanning the planning, analysis, development, implementation and maintenance phases. Serve as a subject matter expert in advising, posturing, preparing, auditing, and assessing for Commander Cyber Readiness Inspections, Organizational Inspection Program, and other cyber related inspections, assessments, and validations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Information Assurance (IA) Certification/Training Requirements, See "Additional Information" section.
  • Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
  • May be required to perform 24 x 7 shift work in support of operational IT related mission/after duty hours on call/emergency requirements. Subject to callback requirement to report to duty within 2 hours of notification due to mission requirements.

Qualifications

This position is under the Acquisition Demonstration Project. The NJ-03 broadband incorporates former (GS equivalents) GS-12 step 1 through GS-13 step 10 grade levels and salary levels. Pay increase within the band will be accomplished through the Contribution-based Compensation and Appraisal System (CCAS). Basic Requirement for Information Technology Specialist (Information Security): Specialized and Other Experience: One year of specialized experience which includes 1) Scans network and systems for vulnerabilities, applies vulnerability patches, and monitoring system activities for potential security threats; 2) participate in the design and development of networks and information systems to ensure the implementation of appropriate information systems security policies; planning, developing, implementing and maintaining a cyber security program compliance to ensure the confidentiality, integrity, and availability of IT systems, networks and data/information storage and retrieval operations; and/or 3) provides guidance pertinent to Cyber/IA program regulations, policies, procedures, and guides during all stages of the data automation process; and/or enforces security policies and safeguards for systems and networks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
