You will serve as an IT SPECIALIST (ENTARCH) in the ACI/INFORMATION TECHNOLOGY DIVISION of the CORPORATE OPERATIONS DEPARTMENT of NAVAL SURFACE WARFARE CENTER. This position is equivalent to the GS-14/15 level.

Duties

You will serve as the Chief IT Strategist in support of the NSWC Crane ACIO/IT Division Manager. You will the leader of IT Strategic Planning, IT Systems Requirements Planning, and IT Service Portfolio Management. You will define the IT Division strategic direction, determine resource allocations, establish priorities, and identify programs or infrastructure required to achieve desired goals. You will develop policy or advocates for policy change that will support new initiatives or required changes and enhancements. You will be responsible for IT Service Portfolio Management and the alignment of the IT Business Processes with the NSWC Crane Strategic Planning processes. You will work with Command Strategic Planning to develop 1-5 year strategies to support NSWC Crane Mission needs of the future. You will define project scope and objectives based on customer requirements, producing scope statements and conceptual project plans to define customer requirements. You will develop roadmap specifying areas of focus and establish a scale of relative priorities that can be periodically reexamined from time to time. You will plan enterprise architecture, portfolio of projects, and courses of action.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Systems Requirements Planner level Advanced) within 12 months of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector providing management and oversight of an information technology program or projects to develop polices or plans that are aligned with business and cyber security requirements.
