This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will serve as a Budget Analyst at the Assistant Chief of Staff-Budget Execution Division-G8 in Fort Johnson, Louisiana.

Duties

Conduct studies regarding the application of automatic data processing methods in budget functions. Analyze guidance and instructions to determine applicability to major segments of the budget based on organizational operations. Evaluate monetary priorities of financed and unfinanced requirements and direct versus reimbursable funds. Identify trends in fund utilization and prepare status reports depicting causes for major deviations from programmed targets.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain an/or maintain a secret clearance.
  • Occasional travel may be required up to 10%.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Incumbent is required to submit a Confidential Financial Disclosure Report.
  • OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify at the GS-09 level: Specialized Experience: One year of specialized experience which includes 1). Process automated budgetary data using automated financial databases; 2). Formulate cost estimates associated with long term financial goals for the organization; and 3).Ensure financial management procedures are conducted in compliance with regulatory policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify at the GS-11 level: Specialized Experience: One year of specialized experience which includes 1). Deliver briefings to personnel to illustrate organizational fund utilization using financial reports regarding data retrieved from computerized web applications 2). Analyze budgetary guidance to ensure resources are properly allocated throughout the organization to successfully accomplish missions; and 3). Conduct cost benefit analyses to determine the best course of action for the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting Business, or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
