About the Position: This position is with Bayne-Jones Army Community Hospital located at Fort Johnson, Louisiana. This is a Direct Hire Solicitation

Duties

Perform budget development, execution, review, and analysis for the Medical Department Activity (MEDDAC) operation budget programs. Interpret budget operations regulations in order to develop basic instructions for preparation of budget estimates and reports. Develop local financial management regulations. Responsible for preparing, consolidating, and coordinating budget and financial status reports. Assist with the training of lower graded budget analysts. Provide technical guidance to other personnel involved in cost studies and projects involving use of cost data. Prepare and coordinate financial status briefings for the Medical Department Activity (MEDDAC).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Position requires Financial Management Level 2 certification and must be completed within two (2) years of the employee's start date. This position also requires a continuing education training of 60 hours every two years after certified.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1) inputting data to document financial expenditures; 2) analyzing expenditures against budget figures to explain variances; AND 3) preparing financial statements for leadership review. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration, Economics, or other related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
