This is a Direct Hire Authority (DHA) solicitation utilizing for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Performs a wide range of budgetary duties and procedures in administering the programming and budgeting responsibility for accomplishment of installation level program-budget planning, and analysis functions for a major segment of Joint Readiness Training Center and it's assigned missions.
Duties
Demonstrate knowledge of Financial Management Regulations and budget policies to provide proper guidance.
Review, organize, and edit narrative justification for estimates submitted by activities
Carry out budgetary and financial obligation process for the organization.
Ability to communicate effectively, orally and in writing.
Produce budgetary documents utilizing Microsoft Excel pivot tables.
Work within various financial automated systems to input data.
Utilize mathematical reasoning to solve budget problems.
Develops and participates in the submission of cost estimates associated with long range multi-year studies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires meeting the financial requirements of the DoD Financial Management (FM) Certification Program.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This is a developmental position which will be filled at either the GS-09 or the GS-11 grade level.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-09
Specialized Experience: One year of specialized experience equivalent to the GS-07 level in the Federal service which includes assisting in the formulation and revision of an annual budget estimate for assigned activities; researching and summarizing resource and information needed for formulation of budget estimates; and /or tracking expenditures.
OR
Education: Master's Degree or equivalent degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the FIRST year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: you must attach a copy of your transcripts.)
To qualify at the GS-11
Specialized Experience: One year of specialized experience equivalent to the GS-09 level in the Federal service which includes 1) analyzing trends in fund utilization; 2) maintaining constant awareness of financial operations including the reimbursable programs within the organization; 3) processing budget requests from units and verifying budgets to assure effective utilization of resources.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
