You will serve as a Quality Assurance Specialist in the NDT Inspection Branch (Code 138.1) Welding & NDT Engineering Division, Quality Assurance Office, Portsmouth Naval Shipyard, Kittery, Maine. Duties

You will serve as Welding and NDT functional area quality assessment program manager. You will develop welding and NDT surveillance inspection plans, including plans for special investigations (products and procedures), based on NAVSEA mandated and Shipyard developed quality programs. You will serve as Corporate Level III and Contract Administration Quality Assurance Program (CAQAP) administrator. You will assist with annual program review preparation and response actions. You will lead problem analysis team investigations to determine the cause of significant quality problems and prescribe appropriate preventative actions. You will investigate the causes of rework and recommend appropriate action to reduce or prevent reoccurrence of deficiencies or quality problems. You will develop charts, graphs and monthly reports to depict and analyze trends and evaluate the adequacy of corrective actions taken.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This is a bargaining unit position.
  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-12 (one year of specialized experience equivalent to GS-11): Experience with quality principles and practices, production management, inspection, and quality control processes. Experience with engineering principles, practices, and techniques sufficient to develop a performance monitoring program. Experience with nuclear submarine design, overhaul/maintenance procedures, welding, and general shipbuilding procedures, such as level 1 material control, SubSafe, naval nuclear work controls, etc. Experience with all phases of inspection techniques used in NDT and manufacturing processes, e.g., welding, forging, casting, etc., in order to make technical evaluations necessary to ensure conformance to NAVSEA specifications. Experience using Microsoft software to develop charts, graphs and monthly reports to depict and analyze trends. FOR GS-11 (one year of specialized experience equivalent to GS-09): Experience with quality principles and practices, production management, inspection, and quality control processes. Experience with nuclear submarine design, overhaul/maintenance procedures, welding, and general shipbuilding procedures. Experience assisting with investigations to determine the cause of significant quality problems and prescribe appropriate preventative actions. Experience using Microsoft software to develop charts, graphs and monthly reports to depict and analyze trends. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (GS-11): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position and must include: Major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.

GS-12: There is no allowable substitution of education for experience at the GS-12 grade level.
