This position is part of the Official Journals of Government, Government Publishing Office in Washington, District of Columbia.

Duties

Resolving simple, informal complaints of employees; referring formal grievances and appeals to the appropriate official. Serving as the primary liaison with congressional staff, committees, and support organizations to schedule, track, and set priorities for a wide variety of products, maintaining a list of high priority and urgent Congressional work. Ensuring that work is delivered to Congress in time for committee meetings or Senate and House floor action. Working closely with Production Manager to expedite congressional printing requirements. Providing advice to customers regarding new contract requests and participating in pre-bid and subsequent conferences as necessary to achieve a clear understanding of customer requirements. Proposing changes in specifications and schedules necessary to ensure that printing requests are accomplished correctly. Communicating with Directors of the Senate and House Document Rooms and Joint Committee on Printing staff when additional copies of legislation or other Congressional documents are requested. Initiating requisitions and keeping records for ordering envelopes, speeches, and those items to which Members are entitled as assigned. Representing the office of Congressional Publishing Services in the production and development of congressional capabilities for the electronic transmission of data.

Requirements

  • U.S. Citizenship is Required.
  • Selectee must successfully pass pre-employment requirements prior to appointment.
  • Selectee may be required to serve a one year probationary period.
  • Males born after 12/03/59 must be registered for Selective Service.
  • Selectee must undergo a background investigation for a Suitability background investigation.
  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.

Qualifications

To qualify for the Lead Printing Services Specialist, PG -1654-13, you must meet the following requirements: This position requires that you meet an individual occupational requirement (IOR). In order to be eligible for the position, you must meet the experience or education listed below: Experience with determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. OR Undergraduate and Graduate Education in one of the fields listed below: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. In addition to meeting the IOR above, applicants must also meet one year of specialized experience equivalent to the PG-12 grade level in the Federal Service that includes: Serving as the primary liaison with congressional staff, committees, and support organizations. Resolving complaints coming from employees, congressional staff, committees, or support organizations. Ensuring that printing requests are accomplished correctly and on time. Preparing written correspondence on inquiries and requests from congressional customers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience and education obtained by the closing date of this announcement will be considered. All qualification requirements must be met by the closing date of this announcement (04/23/2024) to be considered.
