Duties
Oversees contract administration, reviews contract solicitation documents prepared by others for verification of accuracy of contract terminology and conditions, statements of work describing customer requirements and pricing schedule.
Participates in all phases of contracting including award modification, termination and contract closeout.
Applies detailed knowledge of contracting terms, regulations, and agency directives to perform contracting duties in accordance with procurement regulation and policy.
Reviews and outlines specifications from the customer agency objectives and services as authority on contracting that is critical to the mission of customer agencies via the most effective contracting method.
Addresses customer and/or contract specifications, procurement procedures, and contract terms and conditions.
Provides technical duties advice and guidance to resolve disputes regarding quality defects, product rejections and or assessing or penalty for failure to perform in accordance with contract requirements.
Performs or delegates work that impacts a team or group based on analysis of priorities, complexity of tasks and the availability of resources.
Performs supervisory personnel management function and a full range of supervisory duties involving leave approval staffing decisions, staff development and performance oversight.
Requirements

- Selectee must pass a drug test prior to appointment.

- Selectee must be able to obtain and maintain a Public Trust investigation clearance.

Qualifications
To qualify for the Supervisory Printing Services Specialist, PG -1654-13, you must meet the following requirements:
Applicant must meet specialized experience at the next lower grade level (PG-12) in order to qualify for this position: specialized experience includes working in a printing and publishing environment, and consulting with customers in order to develop technical contract specifications for the purchase of publishing products and services or information dissemination services as well as experience in managing workloads and setting priorities for the successful processing of high volumes of work in order to ensure satisfaction of customer requirements.
OR
Education: Undergraduate and Graduate Education: Major study--journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.
OR
Combination of Education and Specialized experience as described above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education in lieu of specialized experience may be used for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
