Duties

Duty 1: The incumbent in this position serves as the principal advisor to the Director of the DAF SAP Central Office (DAF SAPCO) on international matters. Duty 2: SAP Program Management: Responsible for managing and coordinating a wide range of politically sensitive, confidential, and complex tasks involving international programs that are of direct interest and concern to the Director, DAF SAPCO, as well as other senior leaders. Duty 3: Provides SAP subject matter expert support in the analysis of options. Duty 4: Reviews and evaluates SAP information from a wide variety of sources with varying clarity and validity to ensure compliance with SAP security policies and directives.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Employee may be required to take a counterintelligence scope polygraph examination, as required for SAPs
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft at 25% or less of the time
  • The employee may be required to work overtime
  • Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Applying knowledge of SAP physical, information, industrial, and personnel security programs, as it relates to international programs. Mastery knowledge of a wide range of security disciplines, concepts, principles, practices, and requirements encompassed to include Security, Program Protection, Information Security, Industrial Security, Physical Security, Personnel Security, Operations Security, Foreign Disclosure, and Information Assurance. In-depth knowledge of a wide range of collateral, SAP and SCI security principles, concepts, and methodologies to review, independently analyze, and resolve difficult and complex security problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of the wide range of applicable administrative laws, policies, regulations, and precedents. Expert ability to explain international affairs and policy positions while dealing with members of the DoD, Congressional Committees, and key officials in other government agencies. 2. Extensive knowledge as it pertains to SAP security principles to include knowledge of processes, procedures, forms, information, and requirements related to sensitive activities. 3. Knowledge of the international community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 6. Ability to consistently provide competent, professional, and effective security guidance across a myriad of functional environments. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively. 7. Ability to plan, organize, develop, and /or oversee studies or projects, and negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial DAF resources, require extensive changes in established concepts and procedures, or may be in conflict with previous planning and programming actions. Other Significant Facts: Considerable knowledge and experience in physical and information security is highly desirable. Specific knowledge and experience with SAP and SCI security procedures is also highly desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
