About the Position: This position serves as the Customer Service Support Specialist for the Joint Activities Command in Fort Liberty, NC.

Duties

Provides technical guidance and assistance for a wide variety of complex issues involving civilian pay, benefits, entitlements, allowances, and other issues presented by employees and supervisors. Serves as program administrator for the command’s pay administration program. Program encompasses payroll, allowances and entitlements (including overseas locations). Interfaces via REMEDY with DFAS payroll technicians to resolve payroll issues such as missing time, leave conversion, special pays and miscellaneous inquiries. Performs a full range of Customer Service functions for a variety of customers with varied pay plans (GS, GG, Wage Grade, and Senior Executive Service). Conducts special studies and works on projects which address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems in the future.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time to various CONUS and OCONUS locations. This may require travel on military aircraft, ships and vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes expereince: 1) Interpreting payroll policy, procedures and regulations in non-routine situations to pay personnel properly. 2) Inputting federal civilian time and attendance in an automated timekeeping system such as the Defense Automated Time and Attendance Production System (DATAAPS). 3) Utilizing automated systems such as Defense Civilian Personnel Data System (DCPDS), ATAAPS, DCPS, My Pay, and Remedy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
