You will serve as an IT Specialist (APPSW) in the Business Data Analytics & Digitization Branch; Corporate Operations Department of NAVSURFWARCENDLD.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-04 is equivalent to GS-11/12. NT-05 is equivalent to GS-13/14.
The NT-05 position is salary capped GS-13 Step 10 (currently $153,354). See "Additional Information" section.
Duties
You will serve as a senior developer for Code 10D Business Applications and Digitization for tool migration and development.
You will provide cyber security, quality assurance, and validation for all application initiatives.
You will recommend approaches and solutions for new initiatives, as appropriate.
You will ensure compliancy of these solutions and modules (e.g. cyber security, procurement, DADMS, safety, configuration management).
You will provide support, including requirements definition and designs in the form of models, product specifications, and validation specifications.
You will apply technical knowledge of software development and systems engineering methods and strategies in mapping and integrating new capabilities.
You will provide support in the areas of applications development and support related to Front-end collectors, Trackers, Information tools, C#, and .Net framework.
You will provide Information and Cyber Security technical expertise in the areas of software design, development, validation, and code review, including alignment with System Technical Implementation Guidelines.
You will plan and implement corporate strategies for these corporate tools, as required.
You will perform and oversee lifecycle support of software across corporate software applications.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for framework role 621, level Advanced within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector performing Information Technology work managing the analysis, design, development, integration, or validation of software for web-based business applications or warfare systems.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
FOR THE NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector performing Information Technology work configuring, integrating, or troubleshooting application software for web-based business applications or warfare systems.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

FOR THE NT-04:
Successful completion of a Ph.D. or equivlanet doctoral degree from an accredted or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

Successful completion of 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations rese arch, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
