This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as a Program Officer for various ACAT I, II and/or III programs within the Project/Product Managers (PM) Office. This position is covered by pay lanes and is in Pay Lane NH-04/PL1 (NS). The Pay Lane salary range is $122,198 to $162,900 with locality.

Duties

Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project. Assists in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans. Briefs senior level management, OSD and DA on status of the assigned programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field - Program Management within 60 months of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This is a Term position scheduled to last 5 years.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Managing system design, development, acquisition planning and programming; 2) Developing, coordinating, and justifying of a comprehensive Program Objective Memorandum (POM) brief for multi-million-dollar programs; 3) Conducting studies and evaluating programs to determine effective use of resources; AND 4) Preparing and presenting information decision briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

The Army Civilian Education System (CES) is a structured, progressive, sequential program which broadens the targeted civilian educational training base. It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:
  • The Foundation Course (FC) is required for all employees hired after 30 September 2006.
  • The Supervisory Development Course (SDC) must be completed within one year of placement into the position.
  • For supervisor at the GS-13 to GS-15 levels (or equivalent pay bands), the Advanced Course (AC) must be completed within two years after placement into the position. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
