Duties
You will serve as an IT Specialist (APPSW) in the Corporate Operations Department, Business Data Analytics and Digitization Division (Code 10D) of the Naval Surface Warfare Center Dahlgren Division.
You will provide cybersecurity, quality assurance, and validation for all application initiatives.
You will recommend approaches and solutions for new initiatives, as appropriate.
You will ensure compliancy of these solutions and modules (e.g., cybersecurity, procurement, DADMS, safety, and configuration management).
You will provide support, including requirements definition and designs, in the form of models, product specifications, and validation specifications.
You will apply technical knowledge of software development and systems engineering methods and strategies in mapping and integrating new capabilities.
You will provide support in the areas of applications development and support related to front-end collectors, trackers, information tools, C#, .Net Framework (specifically WebForms), PHP, and others to support analysis.
You will provide information and cybersecurity technical expertise in the areas of software design, development, validation, and code review, including alignment with System Technical Implementation Guidelines.
You will provide expertise to the Information Systems Security Officer related to applications and software requirements for Certification and Accreditation.
You will perform and oversee lifecycle support of software across corporate software applications.
Requirements

- This is a Cyberspace Workforce position, work role code 621 (Software Developer). You will be required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
TO QUALIFY FOR NT-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying Information Technology (IT) applications software development concepts to test, install, implement, document, or maintain software. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying Information Technology (IT) applications software development principles to participate in the design, development, testing, and implementation of new or modified applications software. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Education
TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:
- Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
There are no authorized education substitutions to qualify for this position at the NT-5 grade level.
