This position is located in the USDA/OCFO - National Finance Center (NFC), Government Employees Services Division (GESD), Mainframe Applications Directorate, Systems Requirements Branch in New Orleans, LA. The incumbent of this position serves as a technical authority in performing needs analysis to define opportunities for new or improved business process solutions and also serves as a project leader or technical lead on complex initiatives.
Duties
Analyzes and assesses the impact of changes to requirements or customer requests.
Serve as a team lead and provide guidance to team members on projects by ensuring that a tracking mechanism is in place to do so.
Serve as technical expert and recognized authority on assigned project resources, budget resources status.
Tracks and reports key statistics and metrics to management.
Responsible for acting as team lead and providing guidance to team members on projects by ensuring that a tracking mechanism is in place for projects implementation.
Consult with staff, across Divisional lines, to identify and specify requirements, develop overall functional systems.
Maintains process of review and evaluation of new technologies and customer requirements through interaction with a wide variety of vendors.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-12 is required to be eligible for the GS-13. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted.
Specialized Experience: GS - 13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with to particular competencies to successfully perform as an IT Specialist (SYSANALYSIS), GS-2210-13; examples of such experience include: Assist in establishing project plans and timelines, provide customer service by working with client agencies to discuss their software change requests and documenting the necessary system changes in the Functional Requirements Document for customer sign off; Work with client agencies to assist them with questions/concerns regarding the implementation of their project requests, and to provide information related to specific functionality within the NFC web payroll, personnel or government insurance and financial systems; Verbally convey information to development staff, client agencies, and the user community regarding system changes or functionality for the web payroll, personnel or government insurance and financial systems supported by NFC; Solve issues by gathering facts and analyzing data to ensure information is accurate and relevant.
