The Military Services Coordinator (MSC) is in the Veterans Benefits Administration (VBA) Regional Office (RO), RO out-based office location, military installation. The MSC explains benefit programs and entitlement criteria, analyzes claims materials, identifies issues, gathers evidence, conducts interviews, adjudicates claims, and inputs data necessary to generate the award and notification letter to the Veteran describing the decision and reason for it.

Duties

Duties include, but are not limited to: Performs direct veteran benefit counseling to include information on the full range of VA and non-VA benefits to which separating and retiring service-members and their spouses may be entitled to. Performs liaison activities with the Command and Service Organization Staff at the Army Career Advancement Program and the Transition Assistance Program (TAP), as well as providing assistance for those service members participating in these programs. Develops comprehensive resources of transition service providers among the military, other federal, state, and local governments, educational institutions, and VA medical centers. Initiates contacts with potential service providers to determine what assistance is available, establishes and encourages working relationships with Regional Office personnel at all levels, including management, supervision, professional staff, technicians, administrative and clerical staff. Ability to communicate with individuals of different education, environmental, ethnic, and cultural backgrounds is essential. Acts on behalf of the Director and Veterans Service Center Management (VSCM) as liaison between Regional Offices (RO) and employees of RO's, veterans, and the community. As liaison, the incumbent acts as a veteran's advocate to communicate, facilitate, and problem solve by utilizing administrative, educational, and organizational skills effectively. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to, applying the laws, rules, and regulations applicable to Veteran benefits programs to analyze submitted claims and make eligibility determinations. Additionally, for the GS-11 grade level specialized experience must include serving as a liaison between government personnel (inside and outside the organization) representatives of business and industry OR counseling veterans, their dependents, and their beneficiaries regarding their benefits. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
