This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer, Systems and Information Integration Office (SI2O). OCRSO is responsible for mission support, logistics integration, and DHS's real estate, personal property, and fleet and mobile assets portfolios.
The primary purpose of this position is to serve as the project manager for one of SI2O's information technology (IT) systems.
Non-BU: This is a non-bargaining unit position.
Duties
SI2O delivers and facilitates data and information sharing to enable insights, innovation, performance measurement and strategic decision making for the Department's mission support operations. With a focus on data and information sharing and governance, data science, analytics, reporting, and mission support, SI2O strives to build a culture of data driven decision making and to enhance the workforce's ability to leverage data and analytics. Located within the SI2O Systems Branch, the primary responsibility of this position is to identify, collect, and analyze data, to promote data-driven decision making, and provide analysis for total asset visibility for the policy and program offices across DHS.
As a IT Project Manager, GS-2210-14, your typical work assignments may include:
Overseeing and assessing a large data warehouse and its associated business intelligence capabilities.
Developing reports and other formal products that communicate complex topics to senior leaders in direct, clear, concise, and effective ways, bridging gaps between non-technical and technical audiences.
Using expertise with Agile methodology to capture stakeholder requirements and manage the development and deployment of solutions. Demonstrating a strong understanding of varied Agile approaches and Scrum principles and a willingness to collaborate with federal team members to refine processes where necessary while also appreciating existing processes and the work that has been done to build a mature system.
Building a culture that values proper documentation in order to capture standard operating procedures and use those procedures to train the workforce and drive efficiency and effectiveness.
Using applications such as Oracle Database, Informatica Power Center, PowerBI, ArcGIS Online, Tableau, and ERSI Portal to assist with and oversee the development of business intelligence products for stakeholders.
Writing and developing communications plans and other formal documentation which articulate a strategy and direct the ways that strategy will be implemented to achieve the organization's goals.

In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Developing lifecycle system and operations phases of a data warehouse or information management system to include technical, functional, and customer management.
Collaborating with business and data analysts, developers, and technical support teams to define project requirements and specifications.
Managing change effectively in rapidly evolving business, policy, and regulatory environments.
Communicating complex technical information to non-technical audiences in direct, clear, concise, and effective ways.
AND IT-related experience demonstrating: Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement
Substitution of education in lieu of specialized experience may not be used for this grade level.
