This Safety & Occupational Health Manager position is located in the National Park Service, Statue of Liberty and Ellis Island National Monement in the Ranger Services and Safety Division. The incumbent has the responsibility of providing leadership and direction of the occupational health and safety program for a geographically diverse region.

Duties

As the Safety & Occupational Health Manager, you will work for a diverse, geographically-dispersed organization in which work environments consist of indoor and outdoor locations. Your responsibilities include, but are not limited to: Responsible for providing leadership and direction of the occupational health and safety program for a logistically challenged park environment, containing multiple work groups, a high volume of visitors. With park operations and visitation occurring on two islands, and multiple districts withing two separate states. Serves as principle advisor to the Superintendent, and park program managers on all facets of analyzing and resolving safety issues affecting numerous different professions in a variety of indoor and outdoor work settings. Provides leadership to Superintendent, and park program managers in planning and executing their programs in a manner consistent with national and regional safety objectives and requirements. Provides guidance and direction to one GS-12 Emergency Services Operations Supervisor, two GS-11 EMS Managers and several GS-9 EMT Technicians within the park unit.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing a safety and occupational health program which requires the planning, organizing, and evaluation of a program with diverse but recognized hazards in areas such as in a park and recreational area environments, or other similar complex worksite; achieving compliance with regulatory provisions and effectively communicating multiple safety and occupational health practices and procedures to staff and line personnel. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please remember you must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". CTAP/ICTAP: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP or 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
