About the Position: This position serves as a technical specialist assisting the Chief of the Safety and Occupational Health Office and overseeing a comprehensive safety and occupational health program for a wide variety of civil works and military construction activities for the U.S. Army Corps of Engineers, New York District. Located at the Jacob J. Javits Federal Building in Lower Manhattan. Public transit subsidy benefits are provided.

Duties

Advise the Chief of Safety and Occupational Health for the New York District in safety-related matters. Manage, develop, and maintain portions of the Districts Safety and Occupational Health Program. Evaluate construction and dredging plans, designs and specifications to ensure inclusion of appropriate safety standards. Review Accident Preventions Plans and hazard risk assessments to determine acceptability. Serve as Competent Person for Fall Protection for New York District. Conduct mishap investigations, reviews incident reports and tracks/trends safety metrics. Audit worksite safety programs, evaluate effectiveness, identify gaps, and report/communicate findings to senior leadership. Conduct worksite inspections through identification of hazards, develop controls to mitigate hazards and assist project personnel with implementation of the controls. Develop and provide safety-related training for supervisors and employees.

Requirements

• This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• Working Conditions: Onsite evaluation/inspection involve exposure to operating equipment/machinery, dust, fumes, mists, and high noise levels, and adverse weather conditions. Personal protective gear may be required when onsite.
• Physical Effort: Perform on-site evaluations/inspections of new construction sites, barracks, and offices necessitating prolonged standing, bending, crouching, reaching, and other physical demands; and walking on uneven surfaces and wet surfaces.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
