About the Position: About the Position: This position serves as a technical specialist assisting the Chief of the Safety and Occupational Health Office and overseeing a comprehensive safety and occupational health program for a wide variety of civil works and military construction activities for the U.S. Army Corps of Engineers, New York District.
Located at the Jacob J. Javits Federal Building in Lower Manhattan. Public transit subsidy benefits are provided.
Duties
Advise the Chief of Safety and Occupational Health for the New York District in safety-related matters.
Manage, develop, and maintain portions of the Districts Safety and Occupational Health Program.
Evaluate construction and dredging plans, designs and specifications to ensure inclusion of appropriate safety standards.
Review Accident Preventions Plans and hazard risk assessments to determine acceptability.
Serve as Competent Person for Fall Protection for New York District.
Conduct mishap investigations, reviews incident reports and tracks/trends safety metrics.
Audit worksite safety programs, evaluate effectiveness, identify gaps, and report/communicate findings to senior leadership.
Conduct worksite inspections through identification of hazards, develop controls to mitigate hazards and assist project personnel with implementation of the controls.
Develop and provide safety-related training for supervisors and employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Working Conditions: Onsite evaluation/inspection involve exposure to operating equipment/machinery, dust, fumes, mists, and high noise levels, and adverse weather conditions. Personal protective gear may be required when onsite.
- Physical Effort: Perform on-site evaluations/inspections of new construction sites, barracks, and offices necessitating prolonged standing, bending, crouching, reaching, and other physical demands; and walking on uneven surfaces and wet surfaces.

In order to qualify, you must meet the specialized experience or education requirements described below. To Qualify for GS 11 Specialized Experience; One year of specialized experience which includes 1) Performing periodic and unscheduled inspections of construction sites and maintenance facilities to evaluate compliance with applicable safety regulations and hazard classification system; 2) recommending measures and methods to correct safety and occupational health deficiencies 3) applying safety and occupational health regulations, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; AND 4) developing and providing safety related-training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To Qualify at the GS 12 Specialized Experience; One year of specialized experience which includes1) Managing safety or occupational health program elements; 2) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; 3) Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; and 4) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For GS12: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
