Duties

The primary purpose of this position is: Deputy Director, Aircrew Standardization and Evaluation, A3V, HQ AFSOC, sharing the full scope of responsibility for directing the activities of the Division, applying military operations background, and special operations experience to manage organizational programs in order to meet Command, AF, United States Special Operations Command and DoD-wide mission objectives. In the Chief's absence, possesses the same authority and prerogatives. Duties: As deputy to the Division Chief, plans, organizes, and oversees the activities of the Aircrew Stan/Eval Division. Exercises supervisory personnel management responsibilities. Performs a broad range of complex and controversial programs policies that have a major impact on the way we train and day to day operations. Prepares position papers and presents high-level briefings of conclusions which may be highly subjective and not readily susceptible to verification until actual operation situations are encountered.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Special Operations experience is desired and critical to the successful completion of the work.
  • Must obtain and maintain a TOP SECRET clearance.
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Air Force management of operations principles, concepts and methodologies and directives, concepts, procedures, guidance and policy. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Air Force and USSOCOM organizations to provide command level staff guidance and/or conduct studies to determine operations priorities and publish appropriate documentation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Air Force management of operations principles, concepts and methodologies and directives, concepts, procedures, guidance and policy. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Air Force and USSOCOM organizations to provide command level staff guidance and/or conduct studies to determine operations priorities and publish appropriate documentation. 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Knowledge of AFSOC goals and objectives. Knowledge of and skill in the application of Air Force Special Operations expertise as it applies to assigned programs. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
