About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as a management and program analyst that performs a wide range of business planning and analysis processes that affect business operations.
Provides objectively based information on the administrative and programmatic aspects of strategic contract oversight, and other strategic initiatives.
Performs on-going management of non-technical aspects of the organization's contract program.
Develops written and oral reports/reviews of contract performance status and progress for presentation to senior management.
Analyzes current and past performance against expected outcomes and recommend adjustments as needed.
Develops and maintains reporting procedures and recommends refinements to existing procedures.
Develops statements of work, facilitates modifications, and performs general contract management support.
Participates in the strategic planning process and associated continuous improvement efforts.
Evaluates and recommends planning strategies to develop the strategic vision, goals, and supporting action plan.
Coordinates and oversees the development of the mission, vision, values, products, and services, measurable strategic goals, objectives, and key processes.
Works with leadership across the organization to assist in generating the strategic plan.
Assists the staff in preparation of annual performance metrics to implement the leadership intent.
Tracks and reports progress against metrics to assess organizational performance and effectiveness.
Performs studies of substantive functions, processes, and operations within the Element.
Gathers subject matter information and conducts analysis and evaluation.
Prepares reports of findings and recommendations.
Provides advice and assistance to managers and others concerning recommended organizational, function, and/or process changes as well as the implementation of improvements.
Supports various manpower and force development initiatives to include, Program Objective Memorandum (POM) input, contractor manpower reporting systems, commercial activities, and strong management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Must be able to obtain and maintain a Secret security clearance.
- Must file an annual financial statement. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One-year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Practitioner certification within 60 months as of entrance on duty.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as: (1) Defining administrative requirements such as interpreting policies or regulations to provide guidance on contract related matters; (2) Developing courses of actions regarding complex contract issues to advise management officials; and (3) Analyzing and preparing program status reports/reviews for senior leadership.
