This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Consumer Support Group (CSG), Division of Consumer Protection Policy (DCPP). As a Lead Health Insurance Specialist, GS-0107-14, you will provide leadership and advice on consumer-related private health insurance issues.

Duties

Develops collaborative partnerships with a myriad of stakeholders on Affordable Care Act (ACA)-related and/or No Surprises Act-related program and operational activities. Provides technical assistance to internal and external stakeholders on transparency and disclosure requirements. Researches program issues and develops appropriate responses, including legal citations in the law, federal regulations, or policy issuances. Makes recommendations and gathers input related to the operationalization and oversight of transparency and disclosures and other consumer protection policy. Represents the team consensus and conveys the team’s findings and recommendations in meetings and dealings with other team leaders, program officials, the public, and other customers.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Leading the development or analysis of policies related to the private health insurance market; 2) Overseeing the development, operations, or systems for the implementation of policies related to the private health insurance market; AND 3) Making recommendations and/or advising leadership on policy or operational decisions pertaining to the private health insurance market. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
